I'm planning get a new iPad for my birthday soon, what iPad do you Recommend it has to be at least 256GB and Cellular (and has laminated screen so probably not 9th Gen or 10th gen) for under 1000 dollars (brand new would be nice as well from any websites) Thanks!

iPad Pro for me if you can stretch out the budget but if now Ipad Air 5th gen has 256 and I guess it is under $1000 (not sure) but little lower than Pro.

iPad Air 5 or Mini 6, dispense the screen size you want/need.

Both Air and the mini are great machines. I’d try both and pick the screen size that feels most comfortable to me.
