iPad Ipad recovery screen reboots instantly?

My kid decided to change his pin code, and of course then forgot it so hes locked out of his ipad now.
I went to recover it but the recover screen shows for a millisecond and then the ipad instantly restarts itself and this leads to a never ending cycle so staying on the recovery screen just isn't possible.

I've tried plugging it in to several different Macs but nothing is recognizing it and have tried various genuine Apple cables which all charge the ipad when plugged in.

Is this a hardware failure as it was working perfectly prior to the pin reset?

Yeah but it still just keeps restarting if doing that. If it’s on a 8 hour lockout, should that make any difference if trying to plug-in to computer/recover it?

Not sure. I'd wait till the lockout expires and try again..

Try letting the battery run down and see if it will start normally If its does, and you have another iOS device on that account, you might try remotely wiping it.
