My older model iPad was recently updated to iOS 11.1.2 and is doing the same as @paipai. I have tried everything I could find on the internet except restore. I haven't tried to restore yet and I am a little scared to restore but will try if it is my last resort. Anyone know of a fix other than to close and restart by holding down both buttons, or let the battery run out. . . .

Solved this!

I reset all setting and it solved

I guess it maybe about background app problem

I tried 'Reset all settings' but it didn't work for me. I tried twice to reset all settings then turned off the iPad and restarted and the problem is not solved. This is what I did: Go to "Settings" then chose "General", scroll down to the bottom and chose "Reset", then I chose "Reset All Settings". I also tried "Reset Network Settings" as well as "Reset Location & Privacy", "Reset Keyboard Dictionary", and "Reset Home Screen Layout". The problem continues to exist. Thank you @paipai and @Lyzsorela for posting and letting others know of your problem and your solution. Maybe there is someone out there who can help me further with the same problem.

I solved my problem but can't really say exactly how I did it. I am not savvy with technology. My internet search to solve my problem led me to this website https://www.lifewire.com/fix-ipad. I connected my iPad to my iMac through iTunes and after I clicked "trust this device" my computer took over and downloaded and re-installed the same update I already had on my iPad (iOS 11.1.2 which took hours of download time and approx 2.58GB) then it checked for any new updates after that. I am now iOS 11.2 and the problem has been solved. I know specifics would be more helpful but what I am saying is don't give up your search to solve your problem. I appreciate having forums such as this especially if you are not tech. savvy. Don't give up!

Thats so strange i tried doing the exact same thing you did but mine is fine
