My sister's iPad somehow has been disabled (she said the passcode wasn't working, and she can't get it right, I don't know her passcode). I'm trying to restore it using iTunes on Mojave and it's not working. Downloaded the Software update it comes up with to sync with iOS device, and it's just showing up as an iPhone. It will still download iPadOS 13.6 but it says the firmware is not compatible with this device. Downloaded the IPSW from another source and also nothing. Not sure what to do now. If anyone has any ideas please let me know because this is already tiresome.

DFU/Recovery both do the same thing, DFU was my first attempt because it's what I'm used to, but that showed up as iPhone. Tried recovery after that because I figured it was a "lighter" version and may give the correct model, which it did not. Recovery did show the device serial in iTunes, though. Not sure what to do now... I think it's just a matter of the iTunes being too old, honestly.

If you have the iMazing Mac app, try that. It will work as well. If you don’t have that, I would try a different computer, because DFU should have worked.

Two Macs show it as iPhone, Windows machines don't even see the iPad at all when it's in DFU/Recovery mode. I don't have an iMazing license so I can't use it currently. I may need to contact apple support on this one

Good idea to contact Apple. Two different Macs should not be seeing it as an iPhone. I wonder if there is some kind of hardware failure on the iPad.

What model of iPad does she have?

In the unlikely case that you missed it try different cables as well. Would be a shame to be stopped by a malfunctioning cable. It since you tried a different computer as well, probably see what Apple say.

Strangely enough, I found a computer that accepted it properly. Used an old Windows 8.1 machine, and it went through just fine. 2 Macs saw it as iPhone, and my Windows 10 PC didn't see it at all. It has reset fine and appears to be working now, hopefully that was a one-off and isn't a sign of something greater.
