iPad rings but iPhone doesn't

I'm confused on the Continuity features in iOS8. Today my iPad Air rang when an incoming call came in, but my iPhone 5s did not. The call came through on my iPhone with the screen coming on, but the ringer was silent. Even though it's not on silent in settings.

Most people seem to complain that both devices ring, but for me, only my iPad does. I don't necessarily want to turn this feature off, but I want my iPhone to ring also, not only my iPad.

Any idea what's going on here?

Are you sure the 'ringer' volume isn't all the way down?
