Okay, so I'm in the process of a software restore of my week-old iPad, on the advice of an Apple support rep, in an effort to address a strange issue of rapid battery drainage that cropped up after a few days of use. (The support rep hypothesizes that some app may be misbehaving and wants me to set up the device as a new iPad to see if that fixes the problem.)

So anyway. I started the restore process, and the first thing that happened was that iTunes started downloading a 456.8MB file called "iPad Software Update." Is this the advent of OS 3.2.1? I looked all over the place online but can't find any illumination.

It wouldn't be surprising if Apple does a quick patch to fix the peculiar wifi disconnect issue. Maybe it will help with my battery issue as well.
 
No; I'm pretty sure iTunes needs to download the firmware for the device you are restoring before it can restore, so that is all iTunes was doing.
