My 80+ y/o mom is getting an iPad today - and doesn't want it! But, given the COVID-19 outbreak she needs to stay connected with more than her (old-style push-button) phone.

I live 500+ miles away and was able to reset my iPad Air 2, give her an Apple ID, and have my sister near her set up her new iPad using Restore from iCloud Backup.

However, I need to be able to go in, remotely from this distance, and add and remove apps (mainly) and troubleshoot issues (w/o using Restore from iCloud each time).

Does iPad OS have a Home Screen Sync option? If not, is there a utility I can try?

The short answer is no. You can setup TeamViewer which would let you view the screen live, but not interact with it. Pretty sure that is an iOS limitation. It's not a completely foolproof thing to invoke, however, as it requires going into Control Centre and holding down screen recording buttons etc. I know how hard that can be to try and explain remotely to someone not very tech savvy!

As an alternative, you could also use Chrome Remote Desktop.
