iPad sync with Mac Mini 2009

My mom just bought an iPad. She also has a 2009 Mac Mini (I don't know if it's an early or late model; I'll find out next time I go over there).

Since the Mini can't run Sierra, is there any way to sync her photos and music?

Of course. iCloud works fine on El Capitan. So does the latest iTunes

When I plugged the iPad in, it didn't show up in iTunes. And software update didn't list any new software that could be installed. Am I missing something here?
