I found a bug posted in another forum: all apps returned to previous version after updating so that they have to be updated all again. Presumably it's because 13.1.3 fixed the iCloud bug.

Here's an issue I've found. When using iPad with a Bluetooth keyboard paired, if you lose WiFi and the iPad uses Bluetooth discovery to find your nearby iPhone WiFi Hotspot it'll pop up automatically "Join iPhone Hotspot?" with a one tap to join it option. IF you tap join, it'll interrupt the Bluetooth connection to the keyboard. I don't know why, but it's a repeatable situation. Only restarting the iPad can clear this. Manually joining the hotpot and ignoring the prompt does not result in this glitch.
the "from iPAD to disk" speed seems to show similar limit for both.
I have access to both usb-c and lightning iPads.
Safari is still randomly closing all bar one of my tabs and webpages ggrrrrr.... split screen still doesn’t work properly and let you make the apps half a screen each, and the same copy and paste error exits on all my iOS devices where it highlights the last few words when you hold at the end of a sentence to get the paste option. These are the only ones I’ve noticed, but my apps are still refreshing constantly when switching between them.

Not sure if they are hardware or software issues, but here are my experiences so far:
1) When I wanted to rearrange the apps on my home screen, I found I was having issues moving apps about half the time. Like I put my finger on the screen and it just wouldn't register.
2) The iPad doesn't change rotation and I have to shift it back to landscape, then portrait again.
3) The virtual keyboard doesn't always pop up when it is supposed to, leaving me unable to type. I do have the Smart Keyboard, but its folded behind. I also get the USB-accessory not supported message from time to time on my lock screen.
4) It seems impossible for me to trigger split-screen multitasking using apps from the homescreen now. Now holding down on an app simply activates the long-press menu.

Thanks for starting this thread! I've found 3 things consistently with my light use on iPadOS.
- Safari: watching full screen videos on YouTube - if an ad plays midroll, when the video resumes there is no audio. Pause and play will begin the audio again.
- Autofill while in Safari: using 1Password for Autofill, sometimes the TouchID login screen will pop up, act as though the fingerprint is accepted, then not open. You can't tap "Cancel" or tap away from the dialog. Clicking home button, then re-opening Safari will open without the 1Password dialog pop up, and you can try again. Usually works on 2nd try but sometimes takes 3-4 tries.
- Markup: after taking a screenshot, then tapping on the thumbnail and making a few edits + saving to photo roll, the edits don't save. Opening the photo/screenshot in Photos, using Markup from there, works fine.
Using iPad mini 5. All of these are exclusive to iPadOS; I can't reproduce on the iPhone.
