iPad iPados 13 won’t charge Pencil 1 with 0 charge

Just determined if an Apple Pencil 1 is at 0% charge, it will not recognize the device when plugged in to an iPad and will not be recognized by Bluetooth. If it is charged via USB instead, the iPad will connect and recognize the Pencil with usual results.
