Does iPadOS 14 come with new version of Numbers - newer than the one for iPadOS 13 which is ver 10.1? If yes, what is new?

No, those apps are usually updated after general release.
Actually Numbers (and Pages and Keynote) were all updated about a month ago. But these are not built-in apps, so they do update independently of the OS.
