iPad IPadOs- Messages broken

I no longer get text Messages on my iPad from my iPhone since the update to iPadOS (or update to 13.1 on iPhone). This update has been a mess, worst ever for me. I checked the iPhone settings, I reset iCloud on my iPad. After I did that, messages synced but only if I was connected to power. Messages since hve still not come across. What can I do to fix this?

yeah doesnt work for me either. This update has a bunch of glitches that pop up every so often. It feels like an early beta still

EDIT: was able to fix it by toggling on and off the imessage on the phone

Out of interest do you have iCloud Messages on?

Yes.

I did a hard reset of iPhone and it started working again.

Well I spoke too soon. 4 text messages (Messages) came in today, and 3 of them never showed up on my iPad. They are on my iPhone and MacBook Pro. I can't believe how unreliable this has gotten.
