iPad iPadOS missing line at bottom of screen to switch apps

OK, I don’t know if I’m just being stupid but on my iPad I don’t get that line at the bottom of every app so that you can swipe it left or right to switch between apps. Is that a setting somewhere that you’ve got a turn on? Also if I drag an app on top of another one, I have a line at the bottom of that little window but I can’t switch between apps like I’ve seen demoed in videos.

It’s only on the 2018 iPad Pro since it’s available on iPads without the home button. It was there prior on iOS 12 on those iPads too.

It also disappears if guided access is enabled.
