My iPhone 11 Pro on latest software does not send pictures, videos, or even pre-load links to websites on iMessage unless I am connected to Wifi. I (think) i've checked all settings, done resets with service provider, and restored iPhone, but the issue remains.

Additionally it is not a hardware issue because when I restore the iPhone to new, it sends pictures fine. The issue occurs again once I restore from my backup. It seems the issue is saved with my backup.

Any tips, recommendations, and fixes are welcome!
 
And can you confirm you're on 14.6? You said latest, but it's best to be specific.

It sounds like there's a setting in your backup that's not enabled but is enabled when you restore as new. Check Settings > Cellular > scroll down to the bottom of the screen to see whether iCloud Drive is enabled. Its description says: "When not connected to Wi-Fi, use cellular network to transfer documents and data." No guarantee this is the fix but it's a good first step.

Edited: you could also try Reset All Settings on the backup-restored version in case it's another setting, but so far I can't find what that might be.

Yep 14.6 and Cloud Drive is on. All settings have been reset already.
