iPhone 12 Pro Cannot find iOS 15 update

Ive tried many things like reset settings

I even have a M1 MBP and its been "downloading" the update for 48 hours

How in the world do I get iOS 15 on this phone?

You are looking at the bottom of the update screen - right. The phone says up to date but on the bottom it asks if you want to update to 15- a little confusing

no it doesn't say anything. I put my m1 in safe mode and now the comp is finally downloading the update. super weird
