when you are on silent mode vibration doesn't work on my 15 pro max I have mine set to just badge alerts on my 15PM tho my 14PM worked just fine lol I have done everything setup as new iPhone and changed and played with every setting you can think of.....
 
It's a bug, you can test it by switching to banners which work fine. Needs to be fixed by Apple with an iOS 17 update.

I thought maybe it was done be design, hope they fix it and not leave us stuck because apple support wasn't helpful and got run arounds for 2 days with call backs and case numbers LOL only to be told they don't know
