iPhone 15 Pro Max won't let me move apps or widgets, always returns to the original position (Video)

I'm currently running iOS 17.2.1 on my 15 Pro Max and noticed I cannot rearrange apps or widgets. In the video, I'm trying to put Overcast into a Podcasts folder using Spotlight, and it disappears when trying.

In the second video, I'm trying to move Notability to the 2nd page and it sends it right back to where I'm trying to move it from. Sonic Racing added itself, which is on my 3rd. The same issue is happening when I try to move a Widget. Has anyone run into this issue and know a fix? Thanks in advance!

First thing I tried, didn't fix it. I contacted Apple Support and they asked me to send the screen recordings I took and hadn't seen that before. They also had me do a force restart (press and quickly release the volume up button, press and quickly release the volume down button, press and hold the side/power button until the Apple logo appears.) I tried to move an app and widget and both moved back to their original position like the videos show. They said I may want to hard reset and set up as new to see if that fixes the issue (which I'm dreading, but might have to do this weekend.) Thanks for the suggestion though.
