I have set my charge limit to 80%. It appears to work consistently when charging with an Apple plug and cable but I have noticed that the limit only works occasionally when using a non-Apple charging device. This morning when I looked to see if the phone had charged, it was showing 86%.

Anyone else noticed this?
 
You should be seeing the described behavior regardless of the charger being used:

"If you have Charge Limit set to less than 100 percent, your iPhone will occasionally charge to 100 percent to maintain accurate battery state-of-charge estimates."
 
The Apple USB-C cable is completely passive, meaning there is no chip telling the connected device anything. The device doesn’t know if it’s an Apple cable.
