iPhone 16 Pro Max iPhone 16 Pro Setup stuck on Emergency SOS screen

Trying to set up my new 16 Pro, and its stuck at the Emergency SOS screen during setup, I try to force restart the phone and start setup again, and it again stops responding at the Emergency SOS screen, seems like other people are having the same issue on Reddit, anyone have any ideas or also having the issue here?

My 16 Pro just did this and I can’t get cellular service back. Just says SOS. Anyone know how to fix? Tried resetting and restarting multiple times.

Verizon is having some issues, so your phone will be stuck on SOS as mine did couple days ago. You may wish to call up Verizon find out if they have this issue fixed.

I had this problem on AT&T. After a lot of digging I got it fixed after realizing that my current phone was on a different version of iOS (in my case, 18.1 beta) than the new phone.

To fix the issue, I set up the new phone as a completely new device (no transfer of data). Updated the system to the one on my older phone. Then reset the new phone and re-initiated the setup and transfer.
