I suspect the frame settings causes the flickering. I'd set it to 60 and see ... do you remember the settings on your 13Pro?
Was 1080p/30

Why would the 30 flicker outdoors? It looks like a weird processing or something of the highlights/shadows…
 
I had seen it on many iPhones, specifically on my old 6s, on XR, on 12, on regular 11 but smh not on my 11 Pro.

This is how HDR video behaves! Phone cannot do it adequately due to dynamic scene change.

Disable HDR video in camera settings, that should fix it. If it still flickers the only way to fix it is to shoot in Final Cut Camera with all manual settings, i.e. you manually set lowest ISO for daylight, shutter speed that corresponds to framerate (i.e. 30 frames= 1/60, 1/120, 1/240, 1/480 etc), this way you won’t have such artifact

Didn’t quite clue into that - it might be the HDR turned on. I feel like it was off in my 13 pro - will have to double check when I can.

But it seems silly to have hdr and then in a “dynamic” scene (it was overcast) to massively struggle and screw up because of it.

By default HDR video is turned on in all iPhones since 12.

The reason it happens is because no matter how advanced Apple’s computational camera might seem, it for some reason cannot do HDR properly at times during movement.

It probably can be partially fixed with some cheap stabilizer like ones from Hohem, but turning off HDR should do the trick for now, or if it won’t it is worth to try either manual shooting in FCC or just shooting more slower.

Same video defect would happen at times even on my gf’s 16 Pro, but when moving camera slower it seems to fix that
 
I’m also experiencing this on the 17 Pro and just checked my HDR setting - it was already off. I’m just noticing this issue today. Seems to happen anytime there’s dynamic lighting like by windows.

Hmm, looks like it is now baked in and impossible to opt out, unless shooting ProRES RAW or maybe trying manual video in Final Cut Pro. This issue is worth investigating, can ruin videos for many.

I’ve also seen that issue with some Samsung phones, especially cheaper models, though on Android it is easy to opt out since Samsung’s camera API works only in their camera app, so installing different camera app (like OpenCamera) fixes that issue completely. But on iPhone it might not be as easy as that since iOS camera API is system-wide, though definitely worth a try
