How do I turn it on to show what my battery percentage is??

It's the same hack as with previous firmwares. Either do the hack under 2.2.1 and then upgrade to 3.0 and restore a backup or wait for JailBreak and one of the % hack apps. I had done it on my iPhone and when I restored to 3.0 and then restored a backup I found I ended up with both the % and the battery symbol!

That is not a feature of 3.0. It's a 3G S-only feature.

You can, however, enable it once 3.0 is jailbroken.
