iPhone 3G asking for passcode

its stuck on the activation screen and apparently the guy who had it before my friend had the SIM pin on it or whatever..
will the Jailbreak and Unlock still happen with blackra1n and hactivate her phone or is there another step that needs to be taken?

You might have to do a dfu restore. And then jb with blackrain.
