Iphone 3G, two dealers

In Nicaragua, there are two authorized iPhone 3G sellers, It is locked, with "Claro" cellphone company, what would happen if I inserted a sim card, from the other authorized dealer, "Movistar", could I still use it? since they are both authorized dealears in the same country, or do I need to wait for the dev teams unlock?

Cell phones are locked to carriers, not countries, so you would still need to unlock the phone to use it on the other carrier.
