iPhone 3G with iOS4 [Calling People Problem]

Hey,

So i upgraded my iPhone 3G to the iOS4 released by Apple.

I can accept calls from people but when i try to ring people it comes up with a voice mail activate message thing and all i can hear is myself..

Please anyone help, i can't ring anyone and this is annoying..
