Which redsn0w are you using?

If that doesn't work set your host file to cydia, put phone in dfu mode and alt-restore in itunes (shift-restore Win)

tried:
redsn0w_win_0.9.10b8
redsn0w_win_0.9.11b1
redsn0w_win_0.9.11b4
redsn0w_win_0.9.13dev3
redsn0w_win_0.9.15b2

Well...

Set your host file to cydia, download 4.1 ipsw, enter dfu an restore in itunes, don't use redsnow

You don't need to set hosts file to Cydia since Apple is still signing iOS 4.1, leave host file set to Apple and it still should work.
Use tiny umbrella as an easy way to switch servers.

Anyhow put phone in DFU mode and do an Option/Shift restore in iTunes and point to 4.1 IPSW. After a while you will get an error in iTunes and just use Tiny Umbrella to exit recovery. The phone should now boot to iOS 4.1 activation screen. If tiny umbrella does not kick it out of recovery, a second restore to 4.1 will resolve this.

tried that. itunes shows error 28

For error 28, you can try a different computer and/or usb cable, or removing the battery for an hour and retrying the restore; you may also have a hardware problem.
