IPhone 3gs Num loc app. Is not recognizing the target location.My location it's fine.

I bought the Numloc app from the AppStore. The description states that I will be able to enter the IPhone phone number and then it will show me the location of the requested number. However is showing a number located in U.S.A.
I'm located in Costa Rica and the target is in Costa Rica as well.... But it shows Moncton NB NA...

1- I would like to know if the target needs to have the NumLoc app as well ?
2- The locator must be on at the target Iphone ?
3- Is there, any setting to be enable ?

I would appreciate any update. I already bought the app and it's not working as expected.

The support team of Numloc app answer my question. If anyone experienced a similar situation, check this out:

"The app only supports the us and Canada right now, says that in the
description. I will be adding costa rica soon"
