Nope. All iPhones sold in the US are locked. You'll need to use redsn0w or purplera1n to jailbreak, and use ultrasn0w to unlock.
Nope. I mean there would be no real difference and AT&T is not going to offer a phone without a contract when they know that the things above are easily available for download. It makes no sense.
Yes, you can buy them without a contract. But you need to be an A&T customer. All phones leave the store activated. You'll need to have a friend who is an AT&T customer to buy one for you if you aren't with them.
