iPhone 4 dunked in coffee

I recently received a free iPhone 4 that was dropped in coffee many months ago. Now the previous owner said that he did the whole rice thing and then proceeded to backup all the photos via emailing them to himself (he did not know how to use the backup feature via iTunes). He said the phone worked perfectly except the battery would not charge. Now the phone battery has died and there is no way to charge the phone.

My question is to get it up and running again, would I need to get a new battery, or a new charging port cable because it seems as if one or the other is not working on this device. On eBay those parts are only 5 dollars a piece, so I was wondering which I should get to get thing up and running again?
Other than that, exteriorly the phone is in near perfect shape.

I would take it into Apple retail for an evaluation. Might be able to point you in the right direction.

If the original owner took sugar in his coffee then I think there maybe further issues down the line.
