Long story.
But heres where I stuck
I deleted the setup.app
and now i just keep getting different errors everytime I try to restore
I am using the "stock" 7.1.2 just removed the setup.app
IS there another program I can use on windows that I can "install" it through?

Put your phone to DFU mode and SHIFT+RESTORE with 7.1.2 IPSW downloaded to your PC.

Or just plug it to iTunes and hit restore.

What you posted above will not work.
There's a few important things needed like full shsh blobs and valid specific apt ticket.

Doesn't the iPhone 4 max out at iOS 7 though? Or is it 8?

Its' iPhone 4 7.1.2 is the latest IOS for it. And it gets even better, he has jailbreak for life

Correct.
I was thinking of the 4s.
The i4 only goes up to 7.1.2
So to the op just restore it with iTunes and jb again if you want.
And do not delete things you're not sure about.
