I currently have an un-jailbroken iphone 4. Apple have stopped updating/supporting the latest ios for it (in stuck with version ios7 something)

I was wondering is their anyway to jailbreak my phone and update to the later ios?

is your current ios jailbreakable? if so, yes.
is the latest ios available for iphone 4 jailbreakable? even better.

The last version of iOS for the 4 was 7.1.2. 7.1.2 was jailbroken shortly after 8.x and Apple is still signing 7.1.2 (for the 4).

So, yes. You can jailbreak. You'll want the Taig jailbreak for 7.1.2. Additionally, it's also possible to downgrade your 4 to earlier versions of iOS if you so desire.

So I can jailbreak my Iphone 4 (ios 7.1.2) and then updated to ios 9?

No, you can't....the latest firmware for iPhone 4 is 7.1.2, with or without jailbreak.
