Does all the software 4.0 hoopla translate to no new iPhone hardware this summer?
 
No,

Will apple have new hardware this summer?
Yes

What was shown off is not evidence of new hardware though.

No. Steve even said himself a while back there'd be a new iPhone this summer and it'd be an "A+" upgrade.

Apple always demos the new software a few months before releasing it along side a new iPhone. They just won't release details about the new iPhone until the last minute (usually the week before releasing it).
 
Are they not allowed to release a new iPhone OS and a new iPhone? After all, the iPhone 3.0 was announced in January and the iPhone 3G S came in the summer.

iPhone 3.0 was announced in MARCH. Apple was a month late this year because of the iPad. Its the same pattern as last year.

They release the OS 3 months early so devs have a chance to build apps before they release the OS to the public. The 4.0 OS is also not 100% done, there are still some bugs to work out.
 
At WWDC in June you'll be introduced to iPhone 4(whatever it's called). At that point in time you'll also see software features that are specific to the 4th gen model.

the question hear is if the OS 4.0 a hint of the new phone and obviously it is not because the way the software has been developed. iPhone OS works on any iPhone and it is updated independently from the phone itself. The only possible hints cud be a strip down of the OS to see if there is any code that cud possible relate to a new one

Other than that, they can make a new OS and not make a new phone if they wanted to (but we all know that is not the case)

Edit: although in all cases, for every OS built a iPhone loses capabilities witch leads to the idea of a new iPhone

Ding Ding Ding. We have a winner. This is how Apple has always done it.

Last year we got cut, copy paste with no hint of video recording or voice control. Apple then released the 3GS in June with both of those features.

In short, there was never suppose to be a hint of a new iPhone because if there was all current 3G and 3GS sales would stop in anticipation of the new phone.
