iPhone 4s 8gb iOS9 space issue

after upgrading my friends iPhone 4s 8gb from iOS8 to iOS9 (erase all contents & settings, reset all settings), the space hasn't reduced. And the memory capacity shows 5.4gb, now only 4.2gb available, is this correct or i missed something?. I thought that iOS9 would take less space 1.3gb so that 8gb iPhone's gain some space.

I think the delta changes came out to 1.3GB, but overall the size of the OS is still pretty large. I think, unfortunately, the 8GB iPhone 4S is not considered that greatly by Apple at this point.

The update itself was supposed (and does) take up less space as far as how much is needed to install it. The OS itself once installed wasn't something that was supposed to shrink.

1st time am asking this kinda question, is there a way to completely remove iOS from iPhone and freshly install to the latest iOS (in case this works)

There's no removing iOS per se, but you can put the device into recovery mode or DFU mode and use iTunes to do a fresh install of the latest version of iOS.

Out of 8gb, only 4.2gb is available by iOS 9 stock. I noticed the iPhone capacity showing 7.2gb while restoring the iPhone to iOS 9 on iTunes.

Even if you set up as a new device (and not from a backup) iCloud syncing to things like photo library will download content to the device so are these figures really 'stock'?

Also new devices can install deleteable non-stock apps like GarageBand by default

Check what’s taking up the space first: Go to Settings > General > Storage & iCloud Usage> Manage Storage (Under STORAGE, not ICLOUD), and then you can figure it out.

iOS 9 is super with lots of features on iPhone 4S. You can't expect iOS 7 speed on iOS 9. But if u want new features then u should upgrade to iOS 9. It lags a bit sometimes but it's not so bad.
If u are a fast user I prefer iOS 7, I jumped from iOS 7 to iOS 9 due to issues on iOS 8, so I don't know what iOS 8 felt like. Apple may release 9.2 this week, it seems to be bit faster than 9.1.

Formatted capacity of 8GB is 7.2GB. Minus iOS, which is roughly 2-3GB, which gives you that 4.2GB number.

But iOS 9 is taking same size 2-3gb. What about iOS 9's 1.3gb?

Thats the size of free space required to install the OS. Not the OS itself.

Download the file, the file itself is bigger than 1.3GB plus then it unpacks itself.
