iPhone 4S now can be downgraded to iOS 6.1.3

Wow, this is great news. Hopefully, in some way, this can set the stage for future downgrades so we're not stuck with an iteration that slows our devices. I wish I could downgrade my iPad 4.

Developer creates a way to downgrade the iPad 2 and iPhone 4s to iOS 6.1.3
