is there anyway to enable data tethering on iphone 4s without a jailbreak of having to sign up for a new data plan with att?:confused::D
 
You have to buy it from AT&T. If you did find a way, AT&T will discover it and add it to your plan.

This is correct. If you're not jailbroken and you'd like to tether your iPhone to use its internet connection on another device, you will have to sign up for a tethering plan with AT&T.

If you jailbreak and enable "backdoor" tethering, it's likely that they'll know you're tethering anyway and force you into a tethering plan.
 
Works the same way for Verizon, too. However, with Vz, you can buy only the time you need. You don't need a contractual thing to tether. I'm not sure about whether they will prorate if you use less than a month's worth. I think I read somewhere this is true. It's $20 for a month to tether - certainly worth it if you are traveling. Very convenient and works very well.
