iPhone iPhone 4s too slow to use with IOS 9 Need Help

My wife's 8Gb 4s has become *really* slow since upgrading to IOS 9. The phone has 1.3Gb available memory and I turned off almost all background refresh and notifications but it will still freeze for periods before letting you swipe to different screens, access notifications or change apps.
So... how can I downgrade it back to IOS 8 since it worked fine with 8?

You can't.

Apple no longer signs iOS 8 which means you can't downgrade to it.
