iPhone Iphone 4S - Unlock Phone I don't have contract on

I was given a Iphone 4S from a friend who had Verizon. She no longer has Verizon and no longer uses this phone. I want to unlock it for use in the UAE. Is it possible without paying the $100 fee to Verizon?

it is possible but only on 5.01 and lower with a Gevey interposer.
Verizon is a CDMA carrier, UAE is GSM.
