I apologize for posting this I didnt see a thread with the latest updates or JBs.

iPhone 5 6.1.4 -- 3.04.25 - Any jailbreaks? or unlocks?

Unlocks depend on carrier, for most carriers you can get a reasonably priced IMEI unlock online or you can ask the carrier itself to unlock it.

You don't gave a 4, you have a 4S with BB 3.4.03...

Same as above, try doing some research yourself.
 
Why don't the mods just add a sticky thread called "Check jailbreak" or something with links to those sites where you enter your version and model, and it instantly tells you if you can jb/unlock and how.

People might be too lazy to search but just maybe they will notice a sticky thread with a catchy title.
 
Is there somewhere to check for the unlocking capabilities? And not to make a giant q+a thread. But Can a 4 - 3.4.03 with 6.1.3 be UNLOCKED?

Only an IMEI unlock for that BB or a SIM interposer like Gevey, suggest the IMEI unlock, checkout the huge thread on this forum

On an iP4 only the 1.59.0 BB can be unlocked with a software unlock like ultrasn0w.
