Not a clear picture but it looks like it could be condensation possibly caused by temperature changes. Since your phone is likely out of warranty, it won't hurt to have Apple look at it. You might get lucky.
Not "fluid" droplets, but it looks like the lcd is separating from the cover glass, and the LOCA that adheres the two is leaving that droplet-like pattern. Have you had your screen replaced before? By 3rd party repair shop by any chance?

OK, that's a different problem. Actually replacing the screen on your iPhone can be done as a DIY project. You can get the screen and instructions from www.ifixit.com. If you don't want to go that route, any good repair shop familiar with repairing iPhones should be able to do it for you.
