When I check General - Software Update on my iPhone 5 I am told that I have 10.2.1 and that my software is up to date.

My iPad Pro was offered 10.3 this morning (UK time) and it installed correctly but I was under the impression that the iPhone 5 was supposed to be offered 10.3 too. I have powered the phone on and off and it has both mobile and wifi signals but still no offer of 10.3.

Is it likely to be due to business of the Update Server or is there something else I should check?

Same here with 2 iphone 5

Try using iTunes to download and update the iPhone 5. It worked for me.
 
Hopefully the fix it. My mom has an i5 and she doesn't know how to do all that and I can't help her cause I'm far away. 10.3 would benefit her. Would give her more memory to work with.

iOS 10.3 does not free up memory. What would help your mom is a new iPhone SE or putting her photos into the cloud and deleting the local copies

Docking and checking within iTunes was indeed the correct way to force the update on the iPhone 5. Thanks for the suggestion.

I lost 0.02 GB of usable space going from 10.2 to 10.3. So it doesn't free up space.

All iOS updates do tend to empty caches and remove previously uninstalled updates. Which does provide the impression of freeing up space.

I gained about a gig of space due to the removal of the iOS 10.2.1 update that I never installed. Plus emptying my caches.

But my reported total capacity of my iPhone 5 actually decreased by 0.02 GB.

So I wouldn't update just to gain space. You can gain the same space by flushing out your caches.

Actually the move to APFS releases a few 100 MBs up to a few GBs, depending on how much space your iOS unit has.

See above. It's not the file system. It's just the flushing out of unnecessary old data.

There... 10.3 installed perfectly and I am happy to report it even kept my e-tickets for the local bus company which a DFU would have zapped.

That's great news. Glad it's up and running without any trouble.

The iPhone 4 cannot be updated to iOS 10.3. The iPhone 5 is the oldest phone that you can install iOS 10.3 on.

As for any updates that require iTunes to install (which I think iOS 10.3 was the first, aside from Betas), there isn't a way around it that I know of. You'd have to find and borrow a PC or Mac to use iTunes.

Just make sure that if you're borrowing a computer for that purpose, that you don't permanently link your phone to that machine in the process.

You can avoid syncing with that machine, and avoid association with that machine if you adjust iTunes preferences before connecting your phone.

Then be cautious what you agree to with the prompts that come up when you connect the phone to the computer.

Alternatively, I'm sure an Apple Store would do the update for you if you paid them a fee.
