Hello,

My workhorse iphone 5 now seems to be having power button issue, works intermittently.

Phone out of warranty and Googling the issue suggested that there was a warranty recall that expired last year.

What are my options OTHER than replacing phone?

Any repair places in Northern VA? Or should I give a shot at Apple store and see what they can do?

Absolutely give Apple a call and see if they can be of any assistance even after the warranty recall is expired. This is what they are known for for their customer service and they maybbe willing to either replace your device or repair the issue.
 
Unfortunately the iPhone 5 had more issues than the power button,many of those also had crappy batteries.
Another thing to consider is that iPhone 5 do not support the new 64-bit software used by the coming iOS 11.
This should be noticed when checking if the phone is worth a repair,but of course you should ask nearest Apple repair facility.
