Can I buy a Sim card for a I phone 5 that I found

I found an iPhone fives left it on for about two weeks no one called. so I disposed of the Sim card and reset the phone. Now it's asking me for a Sim card is it possible to just buy go to the store and buy a SIM card???
 
Why not return it to Apple or to the carrier that was associated with the phone?

Isn't it likely that the phone is iCloud Activation Locked anyway?

But I don't have a phone and it's not like I'm robing anyone Apple got there money the person that lost it didn't seem to care coz they didn't call so I'm just asking is it possible or will they people at Rogers will just think I stole it

None of those are really good reasons to use something that belongs to someone else.

And, as I mentioned before, there's a good chance you won't be able to use it anyway since it's likely iCloud Activation Locked anyway (and perhaps reported as lost/stolen to the carriers as well).
