I am pretty sure this is an iPhone 5 problem, or iOS problem.

I have set up my mums phone with her new iPad, everything is now linked except phone calls.
I read that you can do this with iPhone 4s, so shouldn't be a problem... the phone does not show the calls on other devices.

Can you do this with calls? Why do text messages and not calls... she is using the latest iOS 10. No option to upgrade to 11.
 
Did you set up your Mother's iPhone 5 to receive calls on other devices and specifically name her new iPad Pro as one of those devices? You have to do that manually, it's not automatic.

Have you tried configuring Continuity to connect your Mac, iPhone, iPad , see this link and scroll down to "Set up iPhone Cellular Calls"

The only thing I can think of, in her settings, you see her account info, on her iPhone it says 2 email accounts, one is I believe @icloud.com other is her actual email for iTunes, App Store etc.

I have linked up FaceTime to work on both. Again no option for calls on other devices, apple say this..."iPhone Cellular Calls requires any iPhone using iOS 8.1 or later and an activated carrier plan. You can then relay calls to and from that iPhone from these devices:"

She has the same service provider as I do, could it be a problem here?
 
Both have to be signed in on the same email / Apple ID

Have you checked that Face time is turned on for both devices? and that they are on the same wifi network?
