My friendsiPhone 5C received a Purple Hazy Screen. Has anyone ever heard of this and if so know how to fix the issue? The screen still responds to touch. Picture attached

The screen or logic board is failing. To rule out an iOS issue take a screen shot (power+home) and post that up. If no purple exists then it's defiantly hardware related.
