iPhone [iPhone 5s 11.3.1] Cydia DPKG_Locked. NO SSH ACCESS

a friend of mine reset all content and settings on her iphone. ive jailbroken it with electra multipath and i can open cydia but when i go to update the changes i get DPKG_Locked. ive read a bunch of tutorials but i do not have ssh access to the phone. ive tried on mac and windows and i get the same network error in cyberduck. id really like to fix this problem and can provide additional info if needed. thanks all
