I Just bought an iPhone 5s. I was thinking of putting iOS 9 beta 5 on it. How is everyone's performance?
I've been doing it since the first day public beta was released on my 5s and I love it. A few apps don't work because developers haven't released their iOS 9 app update but overall it's worth the jump.

The 5s handles iOS 9 pretty well, considering it's the third major software version on it. The 4s was a mess on iOS 7.
Not really. iOS 7 worked fine on it for me. Not perfect but close. The 5 with iOS 8 seems pretty good as well.

4s was fine on iOS 7, you may be thinking of the iPhone 4 (unless you're referring to the iOS 7 beta which was pretty rough on every device from what I remember - though I mainly tested it out on the 4 and 5)

OP, bear in mind that iOS 9 hasn't come out yet for any device so its hard to say how the final release will hold up. So much can change in a Beta, the first iOS 9 beta was terrible compared to what it is now on the 5s. iOS 7 had a rough beta - but ran very, very nicely on the iPhone 5 when the GM was released.

as far as beta 5 goes, it runs very smooth on the iPhone 5s. The only issue that seems to have crept up for many users (including myself) is an overheating issue which drains the battery like crazy. Some of us have found resetting the settings has helped, others have not had the same luck.

iOS 9 beta has been buggy and riddled with weird performance issues (app launch delay) but overall its less buggy than iOS 8 betas were last year, I find. Currently its stable but you may be taking a gamble with the battery issue - though if you're using it for development, I imagine it will be plugged into the computer anyways.

Has anyone downloaded the dev file yet? If so did it help with the overheating? I've been getting that on PB3 and 8.4.1 (like my second time reverting back because of it)

Where can I get the Ispw file for it?
I did a clean install of beta 5, set it up as a new phone. I started getting lots of heat as soon as I went on data. I just went back to 8.4.1 again. I'm just going to wait.

That's weird, I found a site that had a torrent download for it and after installing that I didn't get any overheating issues.
but I did have issues like the battery icon in settings was a full square and didn't have rounded edges, the signal/battery/time would disappear for a few seconds when going into the home screen, it lagged a lot more then the OTA update.

Ended up reinstalling 8.4.1 Just gonna have to wait for the full release I guess

Sounds like you were running beta 3. The square battery icon thing was fixed in beta 4. Beta 3 had fewer visual bugs than beta 4 and better performance on the 5S than beta 5.
