i just downloaded the ios 9 public beta 1 and it just feels slower than ios 8.4, this is the first time for me downloading beta, should i downgrade or its going to be better in the final version.

Will probably be better in the final release, or even in beta 4/public beta 2.
Your own choice to downgrade to iOS 8.4 or stay on iOS 9 until final version.

What you can try is install a fresh install of iOS 9. iOS 9 beta 3 runs great on my iPhone 6 Plus.

Runs fine on my iPhone 6. Of course it will feel slightly worse compared to 8.4. You are comparing early beta software to finalized and matured software. I guarantee that iOS 9 will run buttery smooth on 5S once it's finalized.

iOS 9 is beta.

Making performance assessments right now is really not worth it. Until it is released, the Betas and developer releases are to be used to get a sneak preview of new features, etc.

Performance may well differ significantly to the release version once debug stuff is turned off and things are optimised.

Isn't this always part of Apple's master plan to slow down older devices and thus forcing their users to upgrade their handset?

I could of course just be pushing the conspiracy theory here!

Nah, most of the time old devices get slower because their CPUs aren't fast enough for the new features. iOS 8 was a big one for that because of the way the encryption was re-done. Older CPUs just suck comparatively at encryption. Encryption doesn't come for free.

Conspiracy or not, it's pretty well established that older devices take a small performance hit with each new major iOS.
Sometimes there's improvement with the x.01 or x.02 release but in general, the latest iOS runs best on the latest devices.
All that aside I don't think you can make any inferrances from this early of a beta.
