I know Apple Pay requires NFC, but you also can use Apple Pay on some websites, I understand

However, my iPhone with iOS 8.3 does not allow me to configure Apple Pay.

It is set to United States region in the Settings-->General.

Passbook just lets me find passbook apps, but no Apple Pay option. Nowhere in the settings is there an Apple Pay option.

How do I configure this?
 
The short answer is: you don't.

Apple Pay (without the Apple Watch) requires either a 6 or 6+

It can't be done on the 5S.

Besides NFC, Apple Pay also requires the Secure Enclave that is a part of the A8 (and I assume part of the S1 SOC in the Apple Watch).

The A7 only has the Secure Element - which is used ONLY for the storage of your TouchID credentials and doesn't have support for storing the Device Account Number that is required for Apple Pay.

Thanks. I thought it would still work for website/app based apple pay (not NFC based) but I'm wrong! I'll wait for the Apple Watch to show up I guess!
