Hoping for some help.

My iPhone 5s screen is unresponsive, my home button is also not working and I have the accessibility widget in use.

Can you reboot iPhone without being able to unlock the phone and without the home button?
 
no, you'll have to have the device restored. and if it's locked with a passcode, you'll have to force it into recovery mode which would require using the home button. so, you're probably gonna have to set it up for repair.
 
Any of these methods will resart your iPhone without using the Power Button on top

  1. On the iPhone tap SETTINGS, General, Reset, Reset All Network Settings (note that this will erase VPN and WiFi settings or passwords)
  2. Wait for the battery to drain
  3. Plug in your iPhone to your Mac/PC with iTunes and choose "restore" (not recommended but it does the job)

The problem in this case seems to be no home button and the screen is not responsive. That rules out option 1 and possibly even 3.
