I can't say exactly when it started but for some reason my battery standby and usage time is the same no matter what i'm trying to do.
I've tried the following:
1. Disabling wifi, BT and cellular data.
2. Disabling app background refresh.
3. Disabling location services.
4. Logging out of iCloud account.
5. Setting carrier manually.
6. Reset network settings.
7. Reset all settings.
8. Full restore.

Nothing seems to work, and the iPhone keeps doing something in the background, even in flight mode where every connection is disabled.

Any other suggestions, or something i might have missed?
 
Have you tried restoring without putting a backup on to see how it behaves for a while in that state?
 
It only started in the last couple of months or so, my guess since iOS 8.3.
I'm on the same backup since the iPhone 3gs more than 5 years ago, and the ability to keep my data so long and through so many devices is one of the main reasons I'm on this platform.

Anything is acceptable except new setup.

So what is the actual issue?
The reported battery usage time and standby is just displayed incorrect or your battery dies fast?
Also if you keep using the same backup for all these years over different various hardware devices and ios versions is only bound to cause problems with many software bugs.
Up to you what you decide to do but there is no other way to fix software issues like that. Even Apple will tell you to restore and setup as new.
 
Whatever is causing that is causing an only slight but noticeable reduction in battery time.
But it never happened before and like mentioned I've been through 5 devices and dozens of updates without a hick so far.
Well, if I didn't miss any option to fix that, I'll just have to wait for the next software update. If that won't fix it, i guess that for my next device, all options will be on the table, for the first time since 2009. There's a bright side in anything...
 
Well, can you try it without a backup to see if the issue is there in general or related to the backup?
 
It might be interesting, but not very relevant. I'd rather live with it than with a new backup without the problem.
So, it would be a waste of time for me to do it. Maybe in the next weekend...

Wouldn't finding out where the problem might be (or ruling something out) be relevant? If the issue is still somehow there even without the backup being on, then it's an indicator that the backup is likely not an issue, otherwise it's probably the backup and you can potentially try a few things like backing up and restoring via iCloud only or via iTunes only (depending on which method was used until now), or potentially picking out some things out of a backup but not others in some fashion. I mean otherwise you are just going to have the issue and that's basically it then.

You have a point, but since iOS 8.3 probably caused the issue, perhaps 8.4 or even 9 would solve it....
 
Well, googling "iOS 8.3 battery standby same as usage" shows that it might be a problem for others as well.
A fair number of people come across this with pretty much every version, usually related to something other than a new iOS update itself.
