Iphone 6+ jb 9.3.3 won't allow Siri and dictation

As the title says, my iPhone 6+, jb'ed on 9.3.3 won't allow Siri and voice dictation anymore. Really strange.

When I toggle Siri on, it toggles off by itself. When I toggle Enable Dictation on, it toggles itself off.

I really miss voice dictation when I'm iMessaging or texting.

Since I have mikoto enabled, I can't reset setrtings. Yes, I've already tried reset network.

Any help would be greatly appreciated. BTW, Google is no help either. Thanks!
